Build the bid set from the active solicitation
The controlled bid package should map directly to the current solicitation, amendments and submission instructions. Separate technical, commercial, compliance and supporting evidence while excluding prior bids and speculative working papers.
A supplier team finds two pricing workbooks and a superseded amendment in the shared folder. The bid manager creates a requirement register, identifies one current commercial model and quarantines prior material before review.
Run the control in five steps
- 01Record the buyer, notice, deadline, portal and amendment set.
- 02Map every required response item to an owner and current file.
- 03Separate technical, commercial, compliance and supporting evidence.
- 04Exclude prior bids, duplicate exports and unapproved alternatives.
- 05Approve one package register before detailed review.
Preserve the decision trail
Keep opportunity, buyer, amendment, requirement, owner, filename, version, approval status, exclusion and submission mapping.
Stop and investigate when
- Two files both claim to be the final price.
- A requirement has no owner or response file.
- A superseded amendment remains in the active package.
State what this does not prove
Does not replace provider permissions, guaranteed backup, password recovery or enterprise identity management. Solicitation rules, portal identity, contractual safeguards and authorized review remain separate.
Procurement bid security questions
Should prior bids stay in the working folder?
No. Keep reusable reference material separate and clearly identified.
Does a complete folder prove compliance?
